Apple is no longer allowing users to update or reinstall an app they've had refunded, notes

Users who try to update are now greeted with the following message:
Update Unavailable with This Apple ID
This update is not available for this Apple ID either because it was bought by a different user or the item was refunded or cancelled.
Notably, this also appears to be the case with Mac App Store applications.
